Overview Mission Support and Test Services, LLC, MSTS, is a
limited liability company consisting of Honeywell International
Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and
Stoller Newport News Nuclear, Inc. (SN3). With more than 2,500
employees, MSTS manages operations at the Nevada National Security
Site and at its related facilities and laboratories for the
National Nuclear Security Administration's Nevada Field Office, an
agency within the Department of Energy. NNSA maintains and enhances
the safety, security, reliability, and performance of the U.S.
nuclear weapons stockpile without nuclear testing and works to
reduce global danger from weapons of mass destruction.

Responsibilities Site Services is seeking a Manager I to manage the
MSTS GSA fleet and DOE agency owned vehicles that support NNSS
missions and projects. The Fleet Manager I will report to the
Fleet, Fuel, and Equipment Manager, within the Site Services
Division and will supervise craft employees and manage daily
activities with respect to all vehicles, heavy vehicles and heavy
equipment maintenance operations.
Key Responsibilities
Responsible for staffing, development of performance measures and
reviews, approval of timecards, work assignments, assuring
adherence to company policy and procedures, and resolve personnel
problems, administer corrective actions.
Coordinate manpower for assigned areas, collaborating and
interacting with administrators with team members and employees to
ensure team focus on functional goals and objectives.
Oversee and assure staff training requirements and development in
accordance with CFRs, company safety procedures, and industry
related best practices.
Facilitate the activities related to parts procurement, repair
schedules, troubleshooting and repairs on light vehicles, heavy
vehicles, armored vehicles, heavy lift cranes, underground
equipment, drilling rigs, and heavy construction equipment,
etc.
Oversee the loading, unloading, and transport of heavy equipment
and cargo.
Establish daily schedules, work package assignments and completion
of assigned work using Maximo.
Responsible for understanding and interpret documents such as
safety rules, CFRs, procedure manuals, operating and maintenance
instructions.
Promote empowerment and an environment where employees feel safe to
raise issues.
Responsible for promoting continuous improvement of safety,
quality, security, delivery, cost, and customer satisfaction.
Conduct periodic management assessments and identify compliance
issues, concerns and deficiencies with recommended corrective
actions and plans.
Monitor employee and department performance against metrics and
goals established by DOE, NNSA and management. Ensure materials,
products and equipment meet quality standards.
Examine cost effectiveness, equipment repairs, and billing for the
departments fleet services.
Write routine reports and correspondence.
Perform related work as assigned by supervisor/manager.
Qualifications Bachelor's degree or equivalent training and
experience, plus a minimum of 11 years of related and progressively
responsible experience.
Candidates should be familiar with Federal Automotive Statistical
Tool (FAST), and Federal Motor Vehicle Registration System
(FMVRS).
Have a diverse background in troubleshooting, repair and
maintenance of light vehicles, heavy vehicles, armored vehicles,
heavy lift cranes, underground equipment, drilling rigs and heavy
construction
Have a working knowledge of bargaining employee's agreement
(contract) with the local unions.
Experience with transport of heavy equipment and cargo.
Proficiency in MS Office (Excel, Power Point and Word), MAXIMO,
Data Mining, Analysis and Modeling techniques.
Competency with application and integration of both cost and
schedule tools.
Must be able to work effectively in a team environment and to lead
teams and foster team work within the department.
Ability to plan and coordinate deliverables to meet deadlines and
solve complex issues.
Ability to multi-task, adapt well to a changing environment and
possess excellent problem-solving skills.
Strong organization skills, communication skills, goal planning
skills, and customer interface skills.
Ability to develop high level reports, metrics and performance
documents.
Ability to use relevant information and individual judgment to
determine whether events or processes comply with policies,
procedures, government laws, rules and regulations, or
standards.
Ability to understand and interpret documents such as safety rules,
CFRs, procedure manuals, operating and maintenance
instructions.
The primary work location will be at the Nevada National Security
Site (located 65 miles northwest of Las Vegas, Nevada).
Work schedule for this position will be 4/10s, Monday Thursday
(subject to change).
Pre-placement physical examination, which includes a drug screen,
is required. MSTS maintains a substance abuse policy that includes
random drug testing.
Must possess a valid drivers license.
MSTS is required by DOE directive to conduct a pre-employment drug
test and background review that includes checks of personal
references, credit, law enforcement records, and
employment/education verifications. Applicants offered employment
with MSTS are also subject to a federal background investigation to
meet the requirements for access to classified information or
matter if the duties of the position require a DOE security
clearance. Substance abuse or illegal drug use, falsification of
information, criminal activity, serious misconduct or other
indicators of untrustworthiness can cause a clearance to be denied
or terminated by DOE, resulting in the inability to perform the
duties assigned and subsequent termination of employment. In
addition, Applicants for employment must be able to obtain and
maintain a DOE Q-level security clearance, which requires U.S.
citizenship, at least 18 years of age. Reference DOE Order472.2,
Personnel Security. If you hold more than one citizenship (i.e., of
the U.S. and another country), your ability to obtain a security
clearance may be impacted.
Department of Energy Q Clearance (position will be cleared to this
level). Reviews and tests for the absence of any illegal drug as
defined in 10 CFR Part 707.4, Workplace Substance Abuse Programs at
DOE Sites, will be conducted. Applicant selected will be subject to
a Federal background investigation, required to participate in
subsequent reinvestigations, and must meet the eligibility
requirements for access to classified matter. Successful completion
of a counterintelligence evaluation, which may include a
counterintelligence-scope polygraph examination, may also be
required. Reference 10 CFR Part 709, Counterintelligence Evaluation
Program.
