    The Program Manager II for leads a key element under supporting MSTS' Stockpile Stewardship goals and deliverables. He/she will manage the programs in NA-11 Stockpile Research, Technology, and Engineering (SRT&E) portfolio, leading a matrixed program/execution management team to develop and carry out key initiatives. In this role, you will negotiate, evaluate, determine and execute program management activities, reporting to the Stockpile and Experimentation Operations (SEO) Programs Director.

    Key Responsibilities
    • Leads, directs, influences and exercises extensive technical knowledge and expertise to identify and mitigate program risks and to evaluate and resolve significant technical issues pertinent for key complex program(s) and supporting projects.
    • Exercises extensive knowledge of programs and business processes to negotiate and establish achievable cost and schedule parameters for key and complex programs and/or reimbursable product/service programs and related program elements. Holds executing organizations including the associated project management functions accountable for cost, schedule and performance elements of the portfolio to satisfy business and customer expectations.
    • Leads multiple aspects of financial planning, monitoring, reporting, scheduling, analysis, and preparation of technical/schedule information required for complex program/project planning in concert with SEO management.
    • Performs a primary, first point of contact, technical, administrative and logistical liaison role with NNSA, the laboratories and other integrated contractors. Serves as the primary Nevada National Security Site point-of-contact and liaison with program leadership.
    • Represents the SEO Programs Director as delegated for some management responsibilities. Qualifications
      • Bachelor's degree or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
      • Minimum of 5 years of experience supporting NNSA weapons or technology programs.
      • Experience leading programs or program portfolios in excess of $100M annually.
      • Experience in deployment of program management and system engineering processes.
      • Demonstrated ability to achieve operational excellence, set expectations and monitor delegated activities to closure, especially with ambiguity and conflicting priorities.
      • Experience leading the development of new program opportunities, including the definition, development, and preparation of proposals.
      • Experience in recruiting and mentoring teams and assessing the performance and facilitating the technical execution of programmatic deliverables.
      • Executive MBA preferred.
      • Direct NNSA/Department of Defense Headquarters engagement experience preferred.
      • The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
      • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
      • Must possess a valid driver's license.
        MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

        In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order 472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

        Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

        Annual salary range for this position is $140,753.60 - $225,201.60.

        Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
