  Responsibilities
  The Nevada National Security Site (NNSS) is the Nation's premiere high-hazard, high-consequence, high-value, and secure test and experimentation site that provides users a modern, responsive, technologically advanced and cost-effective suite of infrastructure resources and capabilities that directly sustain the nation's security posture. As a member of the NNSS team, you will have an opportunity to enable the security of the United States and its allies by supporting high-hazard experimentation and incident response capabilities through operations, experimental science, engineering, education, field construction, project management and project integration services.   We are searching for skilled and motivated Project Managers for the Project Planning and Project Execution Divisions within the Enterprise Infrastructure Programs Directorate. The primary responsibility of this position is to manage the planning and construction/modification of facilities across the Nevada National Security Site as well as related support infrastructure systems (civil site prep, water, sewer, communication, and electrical power).
  Key Responsibilities:

  • 
    Manage medium-sized projects ($5-20M TPC each) and are responsible for all aspects of the project over the entire lifecycle (initiation, planning, executing, monitoring & controlling, and closing).
    
    
  • 
    Manage projects in accordance with established company procedures that control project management including project management best practices and processes, planning, phase gate reviews, estimating, schedule development, work authorization, monitoring project performance, controlling the project baseline, Earned Value Management System reporting, and change control.
    
    
  • 
    Establish and manage subcontracts to meet project objectives.
    
    
  • 
    Lead the Integrated Project Team to plan and complete the projects that meet customer requirements on schedule and within budget
    
    
  • 
    Develop innovative solutions that improve project performance
    
    
  • 
    Proactively develop and implement strategies to identify and mitigate project risk.
    
    
  • 
    Coach and motivate team members while promoting team interaction.
    
    
  • 
    Establish customer satisfaction standards and actively monitors customer satisfaction.

    Work with team members and stakeholders having differing needs and expectations to achieve project objectives.

    Effectively use communication skills in executing project management responsibilities.
    
    
    Qualifications
    
    • 
      
    • 
      Bachelor's degree in a related field or equivalent training and experience plus at least 8 years' related professional experience, which included at least 4 years' as a designated Project Manager.
      
      
    • 
      A nationally recognized certification in Project Management (i.e. Project Management Institute Project Management Professional -) is preferred.
      
      
    • 
      Previous experience with National Nuclear Security Agency nuclear facility projects and requirements highly desirable.
      
      
    • 
      Previous project management experience and responsibilities should include:

      Defining, planning, executing, monitoring, controlling, and successfully completing discrete elements of scope in compliance with defined schedule, costs, risk, and quality constraints;

      Collaboration: Facilitate discussion and resolves conflicts within the Integrated Project Team (IPT) and with stakeholders. Establish trust among IPT members. Build and use cross-functional relationships to accomplish tasks. Establish and manage medium-sized IPTs (10-20 people). Maintain and effectively lead the IPT. Achieve customer satisfaction. Coach and motivate team members while promoting team interaction. Delegates responsibility appropriately.

      Decision-Making: Demonstrate effective decision-making skills, including knowledge of how and when to escalate issues to higher levels. Analyze the risks and future impact of decisions. Use cost-benefit analysis in decision-making.

      The primary work location will be at the Losee Road facility in North Las Vegas, Nevada.
      
      
    • 
      Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.

      Must possess a valid driver's license.
      
      
      MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age.       Department of Energy Q Clearance (position will be cleared to this level).       Annual salary range for this position is $109,678.40 - $164,528.00.
      Starting salary is determined based on the position market value, the individual candidate education and experience and internal equity.
