MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and HII Nuclear Inc.


MSTS is seeking a Procurement Specialist I. 

 

Key Responsibilities:

  • Form and issue purchase orders including pre-qualifying bidders, preparing bidders lists, forming bid packages, issuing bid requests, coordinating bidder's questions, receiving bids, evaluating bids, preparing bid summary and award recommendation letter, recommending and securing approvals in accordance with established procedures, preparing and committing order, and preparing and maintaining control and status reporting documents.
  • Administer assigned purchase orders by performing the following functions:
    • Establishing files and controls for all outgoing and incoming correspondence on  each assigned order.
    • Monitoring supplier performance for conformance to commercial terms.
    • Monitoring activities by Engineering and other in-house functions to ensure compliance with order terms.
    • Initiating follow-up actions with the suppliers or in-house functional group to  ensure performance in accordance with order terms and conditions.
    • Informing or working with other project Procurement personnel as assigned to the administration of the order.
    • Analyzing and distributing those suppliers' reports specified in the order.
    • Reviewing and commenting on special payment billings.
    • Participating with Engineering and supplier representatives in discussions held to clarify  order documents and/or specification requirements. Identifying, defining, and securing agreement regarding potential changes.
    • Initiating and processes purchase order revisions of agreed upon changes.
    • Conducting closeout review of the order documents.
  • Perform assigned tasks under supervision in formation and administration of purchase contracts, construction contracts and technical service agreements. Exercise independent judgment in performing assigned contract tasks consistent with the development of skills as determined by assigned supervisor.
  • Communicate with suppliers to achieve performance required by the purchase order or other contractual documents to meet project needs.
  • Communicate with Engineering to achieve the understanding needed to process material requisitions.
  • Prepare and organize Procurement sponsored meetings such as bid clarification and post award meetings for the purpose of ensuring complete understanding and agreement between Mission Support and Test Services, LLC and supplier on all contractual matters. After reviewing plan and agenda with supervisor, conducts meeting and prepares and issues meeting notes.

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in a business related field or equivalent training and experience.
  • Experience in purchase order processing for materials and services including:
    • Processing of requisitions.
    • Issuance of request for quotes and quote evaluations.
    • Order placement in accordance with established processes and procedures.
  • Excellent oral and written communication skills regarding technical and production matters with both supplier personnel and other internal departments.
  • Experience in expediting skills or other procurement related function.
    Previous experience with Oracle Purchasing Module desirable.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver's license

Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, ‘Identity, Credential, and Access Management,’ and Supplemental Directive NNSA SD 206.2, ‘Implementation of Personal Identity Verification for Uncleared Contractors.’
