MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and HII Nuclear Inc.


Reports to the Program Planning and Controls organization but will be matrixed to the Enterprise Infrastructure Programs in the Infrastructure Directorate at the Nevada National Security Site (NNSS) as a Senior Project Controls Specialist. Responsible for developing activity execution schedules to support the project life cycle, deconflict resources and facility usage, resource load all activities, and support multiple projects.

  • Supports the development and execution of project and functional planning.
  • Develops, maintains, and monitors performance baselines, including the change control process.
  • Use the schedule to support a complete Critical Path/Float analysis.
  • Convert Estimates to Budgets in support of planning process.
  • Develop Estimates to Complete.
  • May serve as an assistant to a Project Manager.
  • Works with managers and customers to develop a statement of work (WBS (Work Breakdown Structure); Dictionary, objectives, assumptions, and deliverables), resource estimate, and a baseline schedule for the project.
  • Analyzes project resource usage and recommends adjustments when needed. Tracks project progress, identifies trends and may recommend corrective actions.
  • Performs other work as directed by supervisor.

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor’s degree in related field and at least 5 years of professional level experience or equivalent training and experience.
  • Computer skills related to the use of Primavera Project Planner (P6) scheduling software, Computerized Maintenance Management Systems and common spreadsheets, word processing, and database software (Word, Excel, PowerPoint, Outlook, SharePoint, etc.).
  • Must possess strong analytic skills - manipulate large amounts of data with minimal errors.
  • Ability to communicate effectively with managers of other project functional groups - Operations, Engineering, Construction, and Project Management.
  • Excellent verbal and written communication skills.
  • Ability to create and maintain highest levels of confidentiality when dealing with proprietary information and sensitive situations.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random testing.
  • Must posses a valid driver's license.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

 

Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
