The Technical Services Supervisor (Supervisor II) will manage the Technical Services team comprising of technical services, construction, architect and engineering, and design-build commodity buyers and oversee management/administration of those purchases. Responsible for managing change, fully implementing the Procurement Continuous Improvement Project charters and resulting actions, thorough and accurate review of all requisitions entering their Team, establishing and revising as needed priority of workload in their Team, collaborating across Teams to maximize overall Procurement Department effectiveness, setting Team and employee expectations that align with MSTS Goals, holding themselves and their employees accountable.

Key Responsibilities

  • Follow and hold employees accountable to established Procurement Processes, use company methods to change the Procurement Processes as needed/when needed to ensure legal, ethical, moral, and contractual requirements are met, while ensuring Procurement customers get what is needed when it is needed.
  • Provide technical guidance to staff personnel and internal and external customers.
  • Monitor the acquisition plans for major acquisitions, to include assisting with the development of the overall strategy for managing the acquisition.
  • Provide support to the various functions within the Procurement Department, support to upstream Program and Project Planning, support to outlying MSTS areas, support to Procurement metrics and reporting, support to corporate reporting requirements, support to Supply Chain initiatives and MSTS initiatives as needed.
  • Maintain close coordination and support to the Prime Contracts, Acquisitions & Support Manager in fulfillment of overall department goals and objectives.
  • Represent the Procurement Department in the development and communication of departmental policies and procedures related to the Procurement user community, for execution of those policies and procedures in the most cost effective, compliant and efficient manner.
  • Strategically recognize areas for improvement and develop plans for implementing them. Coach and mentor the direct staff, motivate other Procurement user personnel in the execution of their part of the acquisition process to ensure their success in the execution of their duties.
  • Assist with development of department goals and objectives as a key member of the Procurement management team; involves monitoring and evaluating performance via metric data and established goals.
  • Review payroll entries for accuracy and approves team member weekly time charges; plans work to be accomplished by subordinates; outlining training schedules and establishes priorities within the team.
  • Conduct team performance evaluations and participates in the recruiting, interviewing, selecting, and orienting of staff.
  • Provide technical guidance and creates an environment where employees feel safe to raise issues, empowered to address issues, and supported to resolve issues.


  • Bachelors' degree in related field or equivalent training and experience, plus a minimum of 8 years of related and progressively responsible experience.
  • Bachelors' degree in Business Administration desired, Masters degree preferred.
  • Demonstrated experience to apply the Knowledge, Skills, Abilities, and Competencies required to successfully perform the job.
  • Ability to work and communicate effectively with employees, managers, and executives of other departments.
  • Must be an expert in the formation and administration of construction subcontracts and for materials and technical services.
  • Extensive skill in conducting market research, performing formal strategic sourcing procurements, successfully negotiating significant cost savings, accurately preparing reports relating to purchasing and subcontracting of goods and services, and making technical presentations to senior customers and management.
  • Government procurement and subcontracting experience a plus, DOE/NNSA experience preferred.
  • Demonstrated skills and experience in computerized procurement systems, and proficient with MS Office (Word, Excel, PowerPoint, and Access) software package.
  • Demonstrated skill to plan, organize, lead, and monitor a wide variety of team efforts to their successful completion. Must have excellent oral and written communication skills to effectively interface both internally and externally at all levels of management and staff including NNSA/DOE customers.
  • Demonstrated skill to establish and maintain strong and effective customer relationships, and to anticipate change and adjust promptly and effectively.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid drivers license.

MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants for employment need to be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship. If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

Applicants offered employment with MSTS are subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4 , Workplace Substance Abuse Programs at DOE Sites, will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709 , Counterintelligence Evaluation Program.

Eligibility Requirements To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order472.2 , Personnel Security.
