(Jacobs), and HII Nuclear Inc.Responsibilities:MSTS is seeking a Senior Principal Engineer to fill the position of Research and Development Project Manager for Subcritical Experiments (SCE) at the Nevada National Security Site (NNSS). The Engineer in this role requires adequate technical understanding to work safely and competently with experiments involving explosives, diagnostics, nuclear materials, and other possible hazards and prior project management experience. This position reports to the Stockpile Experimentation and Operations Mission Operations Directorate. Key ResponsibilitiesWork with program managers, federal customers, and national weapons laboratory partners to develop the engineering requirements and deliverables for the projects.Develop an Integrated Project Team (IPT) that includes functional support representatives from across MSTS directorates that are needed to execute the experiments safely, securely, and compliantly. Host weekly IPT meetings to status schedules, deconflict activities and resources.Establish a project budget and schedule using MSTSs Project Controls Reporting System (PCRS). The successful candidate will be assigned a Project Controls Specialist (PCS) to assist in the budget and schedule development.Develop a Project Execution Plan that acts as the governing document for the execution and implementation of the project.Serve as an integrator of work to ensure MSTS and National Weapons Laboratories (NWL) are communicating effectively and working together efficiently to execute the project. Effective integration may require frequent travel to the NWL. Execute the project. During execution of the project, frequent trips to U1a at the NNSS will be required to ensure work and research objectives are being met, including the following tasks:Coordinates NWL Test Director and requests SCE transportation operations.Demonstrates to the NWL that facility test bed and diagnostics and instrumentation meet SCE requirements.Manages project documentation efforts such that work control documents, procedures, and other facility documents (including those required for SCE execution) are formally prepared and reviewed as required by the respective NNSS functional organizations.Supports development, implementation, and maintenance of the safety authorization basis and readiness activities required for the safe execution of SCEs.Works with functional management so that activities are performed with a enough trained and qualified workers.Verifies compliance with Nevada Field Office orders including all NNSS aspects of the Contractor requirements; verifies assessments are identified, scheduled, and performed.Establish and monitor project performance (e.g., Cost and Schedule Performance, Deliverable Status, etc.) using MSTSs Earned Value Management Systems (EVMS).Develop a project risk register and actively work to mitigate risks; communicate the status, issues, and risk for the project to stakeholdersProvide frequent status reports as required to communicate emerging issues and project successes with division and program management.Prepare and present monthly project status reports to MSTS program management.Promote and actively participate in MSTS Beyond Zero safety concept. Demonstrate environment, safety, health, and quality leadership. Implement all applicable environment, safety, health, and quality requirements; emphasize the safety of each employee, and the protection of equipment and property in area of responsibility.Demonstrate continuous improvement by documentation of lessons learned or participating in improvement initiatives.Closeout the project upon completion and prepare for future assignments.Qualifications:Due to the nature of our work, US Citizenship is required for all positions.Bachelors degree in Mechanical, Electrical, or Environmental Engineering from an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET), plus at least 14 years relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.Previous experience working in nuclear and high hazard facilities is highly desired. Expertise in formality of operations, facility readiness and working knowledge of safety and authorization basis control implementation is required.Project Management Professional (PMP) or Planning and Scheduling Professional (PSP) preferred. Previous project management experience and responsibilities should include: Project initiating, planning and definition, executing and controlling, and closeout; successfully completing project scope through cost and schedule control, baseline management, risk management, subcontract management, earned value management, variance analysis and estimate at complete development; and managing communications between project stakeholders and team members.Ability to influence in a matrix environment. Must be able to work effectively in a team environment. Strong organizational skills, oral and written communication skills, goal planning skills and customer interface skills are needed.Self-motivated and able to complete assigned tasks with minimal supervision. Assignment will require the ability to work in a team environment engaging a broad range of professional scientists, engineers, and technicians. Ability to read and understand work orders, technical manuals, software documentation, procedures, diagrams and illustrations, blueprints, schematics and other technical information is desirable.Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must possess a drivers license.Department of Energy Q Clearance(position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, Workplace Substance Abuse Programs at DOE Sites, will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, Counterintelligence Evaluation Program. Eligibility Requirements To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age.
