(Jacobs), and HII Nuclear Inc.The Waste Certification Official (Principal Scientist) is responsible for maintaining and implementing the MSTS radioactive waste certification program, which establishes a documented process for ensuring waste and classified matter that are offered for disposal at the NNSS is managed according to applicable Department of Energy (DOE), U.S. Environmental Protection Agency (EPA), U.S. Department of Transportation (DOT), and state of Nevada waste management criteria.Key ResponsibilitiesServe as the MSTS primary point-of-contact with the DOE Environmental Management Nevada Office Radioactive Waste Acceptance Program (RWAP) management and personnel regarding waste generation and certification processes performed by MSTS at the NNSS and off-site facilities.Prepare and maintain waste certification program plans and implementing procedures.Provide independent oversight of theMSTS waste characterization, handling, packaging, and shipping activities at the NNSS and off-site facilities.Review and approve waste characterization profiles and supporting documentation, including technical basis documents, mixed-waste pretreatment notifications, process knowledge statements, sampling and analysis plans, and analytical and radiological data reports.Perform annual reviews of waste profiles and re-certify mixed waste profiles.Perform reviews and inspections of waste packing and shipping processes and documentation in order to certify that waste packages and shipments comply with the NNSS waste acceptance criteria.Plan and perform surveillances of waste generation, management, packaging, staging, and shipping activities to ensure process control and compliance.Interact with NNSS and off-site facility waste generator subject matter experts to ensure waste and classified matter that is offered for disposal at the NNSS under theMSTSwaste certification program is properly identified, characterized, and managed to ensure compliance with applicable waste acceptance criteria and transportation regulations.Review and concur with Waste Generator Services plans and procedures, including revisions, to ensure applicable Nevada National Security Site Waste Acceptance Criteria (NNSSWAC) and waste certification program requirements are adequately addressed.ReviewMSTS issues and participate in the corrective action process for any issues and opportunities for improvement that have the potential to impact the waste certification process, including participate in cause analysis, provide input to and concur with corrective action plans, and verify corrective action implementation.Support internal and external audits and assessments of theMSTS waste generator program.Review and approve technical and quality requirements and procurement requisitions for items and services that are important to theMSTSwaste generator program.Due to the nature of our work, US Citizenship is required for all positions.Bachelor’s degree in a calculus-based (STEM) field, plus at least 9 years’ relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.Prior experience with DOENNSS Waste Acceptance Criteria (NNSSWAC), Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), and Department of Transportation (DOT) preferred.Experience and familiarity with radioactive and hazardous waste management, regulations, requirements, and practices.Experience in preparing and reviewing written process procedures, plans, and instructions.Experience performing environmental compliance and/or quality assurance assessments.Must be able to utilize independent judgement, creativity, initiative, and ability with area of control to apply knowledge and experience to resolve problems and accomplish foals where established procedures and processes may not exist.Must possess excellent oral and written communication skills.Must possess excellent interpersonal skills and the ability to deal with all types of people in a tactful, professional, and effective manner.Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.Must possess a valid driver’s license.Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted. Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”Eligibility Requirements - To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age.
