MSTS is a limited liability company consisting of Honeywell International Inc. (Honeywell), Jacobs Engineering Group Inc. (Jacobs), and Stoller Newport News Nuclear, Inc. (SN3).


The Manager II reports to the Deputy Director, Program Integration Office.  The manager in this role will manage the activities of a team of managers and individual contributors who are responsible for effective application of divisional Program Planning & Control (PP&C) standards to ensure achievement of intended project performance outcomes. The manager will be responsible for all staffing, development, performance assessments, time keeping approval, work assignments, salary planning, assuring adherence to company policy and procedures, and ensure team focus on achieving functional goals and objectives.  This manager will manage personnel across multiple sites, must be able to lead virtually and be a strong visionary and motivating/mentoring leader for the staff and drive excellence throughout the organization.

 

In addition, the manager in this role is responsible for continuously improving PP&C processes to include cost and schedule management, baseline planning and control, risk management activities, subcontract management, earned value management, variance analysis and reporting, and estimate at completion are accurately managed by project controls personnel within their respective Integrated Project Team (IPT) position.

 

Key Responsibilities:

  • Manage divisional staffing forecast to meet business and functional requirements as well as assure coverage for all direct mission programs and department expense budget processes.
  • Develop and implement strategic plan for the enterprise PP&C function.
  • Partner with various business leaders while driving compliance to the project controls operations and reporting cycle processes to ensure integrity of data and timely performance reporting.
  • Champion the enterprise PP&C function as a key enabler of IPT efficiency and project management effectiveness.
  • Develop and implement PP&C standard tools, processes, performance metrics, training that enables enterprise project management improvement initiatives.
  • Support earned value management compliance with enterprise stakeholders and actively support internal and external surveillance reviews.
  • Assure the overall quality and enabling of enterprise project management artifacts to align with company processes and procedures.
  • Support business reviews, information requests, data collection, analysis, and reporting.
  • Results focused with successful track record of accomplishments through skilled use of influence, persuasion, negotiation, and problem resolution.

Due to the nature of our work, US Citizenship is required for all positions.

  • Bachelor's degree in related field or equivalent training and experience, plus a minimum of 14 years of related and progressively responsible experience.
    • Master’s Degree desirable.
  • Project Management Professional (PMP) desirable.
  • 3 years progressively responsible people management experience.
  • 5 years schedule and earned value management related experience.
  • Roll up your sleeves, hands on, results oriented leader.  Highly effective at planning, organizing, and executing.
  • Leadership and team building experience with ability to influence in a matrix environment.
  • Knowledge of and direct experience with earned value management standards, customer program and financial reviews, performance reporting, and project management surveillance audits.
  • Competent in usage and integration of cost and schedule tools.
  • Strong organization, communication, goal planning, and customer interface skills.
  • Ability to work multi-tasks, tenacious, and possess excellent problem-solving skills.
  • Demonstrated leadership behaviors as evidenced by prior managerial and supervisory experience.
  • Demonstrated ability to successfully negotiate creative and innovative solutions with competing sets of interests and priorities.
  • Demonstrated ability to deliver functional excellence, set expectations and monitor delegated activities to closure.
  • Data Mining, Analysis, and Modeling techniques. 
  • Must possess excellent verbal and written communication skills with excellent presentation skills.
  • Proficiency in MS Office (Excel, PowerPoint, and Word).
  • Travel up to 15% in support of mission requirements.
  • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
  • Must possess a valid driver’s license.

Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, “Workplace Substance Abuse Programs at DOE Sites,” will be conducted.  Applicant selected will be subject to a Federal background investigation, and subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, “Counterintelligence Evaluation Program.”

 

Eligibility Requirements – To obtain a clearance, an individual must be a U.S. citizen at least 18 years of age. Reference DOE Order 472.2, “Personnel Security.”
