Job Description:

Provide detailed engineering design and associated construction oversight for high and medium voltage (138kV and lower) power transmission, distribution and substation projects for the Nevada National Security Site (NNSS). Plan, coordinate and manage engineering aspects of schedule, scope and budget of work that involves multiple engineering disciplines and ultimately construction for these projects. Key Responsibilities* Responsible for design aspects for projects over the entire life-cycle (initiation, planning, executing, monitoring, controlling, and closing).* Provide detailed design, procurement, construction, testing and commissioning support for power system projects; including defining, planning, executing, monitoring, analysis, controlling, and successfully completing design and construction elements of scope in compliance with defined regulator, safety, schedule, costs, risk, and quality constraints.* Ensure designs include constructabilityand maintenance considerations and review designs by others with the same focus.* Perform engineering responsibilities without assistance and minimal supervision.* Develop complex engineering studies, plans, specifications, calculations, evaluations, design documents and performance assessments.* Perform as expert electrical network consultant for field operations and customers and supervise junior engineers.* Assist in the preparation of cost estimates and material takeoffs and ascertain whether the proposed material usage will be adequate for its purpose.* Devise integrated solutions to complex power issues of broad scope. Solutions should be comprehensive in technical and business aspects and exhaustive at all levels, including cross-disciplinary considerations.* Ensure deliverables comply with laws, codes, orders, industry standards, best practices and MSTS policies and procedures.* Serve as an expert advisor to other project personnel, technical staff and management on technical issues.* Participate in project development by helping define customer needs, developing proposals and planning projects that will produce effective outcomes.* Serve as an expert power systems resource, consultant, and advisor to NNSS and other organizations.* Provide advice to senior management regarding strategic planning for NNSS power systems and training as appropriate to other staff personnel.* Apply knowledge and familiarity in multiple technical disciplines* Implement effective solutions while working as a team member and leader to ensure task and project success. Qualifications:Due to the nature of our work, US Citizenship is required for all positions.* Bachelors degree in an engineering program accredited by the Accreditation Board for Engineering and Technology (ABET), plus at least 14 years relevant experience. Skill building experience must demonstrate either deeper technical specialization or additional cross-disciplinary knowledge. Graduate research experience may be recognized.* Must have at least 10 years' experience in overhead and underground electrical power and substation design, grounding and lightning protection system design as well as significant experience providing construction oversight and field design-change support.* Detailed knowledge of industry codes and standards for design, construction and operation of power transmission and substations, such as, but not limited to NEC and NESC, ANSI/IEEE, NERC, USDA/RUS Bulletins, etc.* Must have understanding and experience in performing and implementing ground fault and relay coordination studies for distributed power systems using tools such as PSS-CAPE or ASPEN.* Must be familiar with preparing switching orders for planned outages and re-energizingof feeders.* Must have detailed knowledge of SCADA systems used for the distributed control of power systems.* Should have experience in the use of PLS-CADD, PLS-POLE and PLS-Tower for design and analysis.* Prior Department of Energy complex work preferred, but not required.* Work schedule will be 5/8's or 9/80's.* Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.* Must possess a valid driver's license. Ability to obtain a HSPD-12 Personal Identity Verification credential under the Department of Energy Order 206.2, Identity, Credential, and Access Management, and Supplemental Directive NNSA SD 206.2, Implementation of Personal Identity Verification for Uncleared Contractors.
