    Responsibilities
    The MSTS Executive Office is searching for highly motivated professionals to join the Customer Action Group (CAG) as Action Officers. This is a rare opportunity to collaborate with the MSTS President and his executive team on strategic initiatives and mission critical priorities. Ideal candidates have a bias to action, an impressive track record, and a desire to contribute to the long-term success of the NNSS, while continually seeking opportunities to go faster and simplify the conduct of operations. These are "in the trenches", hands-on positions, requiring high energy and a fundamental knowledge of the NNSS mission.

    CAG Action Officer
    Serves on a team of action officers in direct support of the MSTS Executive Office in the discharge of responsibilities as assigned by the Chief of Staff. - Coordinates organization-wide participation in delivery of strategic communications and senior level engagement activities. The CAG will connect across Directorates to facilitate flow of information, coordination, and synchronization, and enable implementation the President's vision, strategy, objectives, and priorities. - This role reports directly to the MSTS Chief of Staff.

    Duties & Responsibilities:

    Executive Support

    • Prepares briefing documents based upon input from subject matter experts, often gathering information from various sources.
    • Handles the technical preparation and execution of details for meetings and events hosted by the executive office.
    • Ensures the President is prepared with the necessary background information to support his participation in ceremonies and formal public appearances.
    • Action officer for establishing senior advisory groups composed of recognized experts from across many disciplines of public policy and security analysis organizations to support the President's formulation of engagement strategies and inter/multiple agency coordination and cooperation.
    • Participates in meetings and office calls involving the President or Executive Director when required; records decisions, task requirements, and other pertinent content of discussions.

      Strategic Communications

      • Generates presentations, reports, messages, and graphics for executive office use.
      • Researches, writes, and edits articles, communications, and presentations on the organization, missions, operations, and initiatives of the NNSS.
      • Provides speech and briefing preparation assistance to the MSTS Executive Leadership Team.
      • Prepares or arranges for graphics to support presentations.
      • Researches, develops, and checks the accuracy of information from a wide range of sources with support from SMEs across the NNSS.
      • Collaborates with Public Affairs staff to ensure consistency of messages for internal and external audiences.
      • Ensures quality control of briefing products intended for the Commander's use and for publication in external or internal communications.
      • Maintains repositories of all Executive Office products, materials, and deliverables.

        Enterprise Integration

        • Responsible for special projects where multiple directorates are involved and no one element has complete responsibility; coordinates actions, clarifies responsibilities and timelines for completion.
        • Pro-actively identifies problems, inefficiencies, and potential problems, and develops recommendations for solutions.
        • Researches policies, procedures, practices, and their driving regulations and makes recommendations for streamlining work flow and eliminating waste.
        • Discusses unusual problems with the Chief of Staff and keeps them informed of progress.

          Additional Duties and Responsibilities:

          • Conducts analysis of business information systems using applied knowledge and principals (e.g., Systems approach or Six Sigma methodology) and creates solutions to resolve problems.
          • May establish and manage small teams (including sub-contractors) to coordinate project tasks.
          • In collaboration with the Project Management organization, manages small to medium size projects to define requirements.
          • Collects, assembles and analyzes requirements to meet the needs of the organization.
          • Defines, plans, executes, monitors, controls, and successfully completes discrete elements of scope in compliance with defined schedule, costs, risk, and quality.
          • Meets with process owners and team members to ensure all requirements are met and makes recommendations for improvements.

            Qualifications

            • Bachelor's Degree (minimum) in a technical, writing/communications, or political science discipline (preferred) and at least -5 years' of professional level experience or equivalent training and experience.
            • Superior verbal and written communication skills, and quantitative analytical skills are required.
            • Applicant must be able to work in a team environment.
            • Program management experience, strategic planning experience, or senior-level government office administration experience working in a "CAG"-like environment is desirable.
            • Self-driven and action oriented.
            • Superior skills in technical and creative writing.
            • Superior skills in developing executive level briefings.
            • Superior business acumen and deep understanding of the NNSA/NNSS mission.
            • Mastery of Microsoft Office products.
            • Mastery of researching situations of a variety of natures and developing a logical and fact-based conclusions and recommendation.
            • Ability to analyze situations and recommend improvements in efficiency, effectiveness, and productivity.
            • Ability to separate internally generated requirements from contract-driven requirements.
            • Ability to keep multiple projects on schedule at once.
            • Ability and willingness to deliver under tight deadlines.
            • Ability to interact with people at all levels, including external executives.
            • Pre-placement physical examination, which includes a drug screen, is required. MSTS maintains a substance abuse policy that includes random drug testing.
            • Must possess a valid driver's license.

              MSTS is required by DOE directive to conduct a pre-employment drug test and background review that includes checks of personal references, credit, law enforcement records, and employment/education verifications. Applicants offered employment with MSTS are also subject to a federal background investigation to meet the requirements for access to classified information or matter if the duties of the position require a DOE security clearance. Substance abuse or illegal drug use, falsification of information, criminal activity, serious misconduct or other indicators of untrustworthiness can cause a clearance to be denied or terminated by DOE, resulting in the inability to perform the duties assigned and subsequent termination of employment. In addition, Applicants for employment must be able to obtain and maintain a DOE Q-level security clearance, which requires U.S. citizenship, at least 18 years of age. Reference DOE Order -472.2, "Personnel Security". If you hold more than one citizenship (i.e., of the U.S. and another country), your ability to obtain a security clearance may be impacted.

              Department of Energy Q Clearance (position will be cleared to this level). Reviews and tests for the absence of any illegal drug as defined in 10 CFR Part 707.4, "Workplace Substance Abuse Programs at DOE Sites," will be conducted. -Applicant selected will be subject to a Federal background investigation, required to participate in subsequent reinvestigations, and must meet the eligibility requirements for access to classified matter. Successful completion of a counterintelligence evaluation, which may include a counterintelligence-scope polygraph examination, may also be required. Reference 10 CFR Part 709, "Counterintelligence Evaluation Program."

              Annual salary range for this position is $75,046.40 - $112,569.60.
